The Togolese Ministry in charge of Energy and Mining Resources has announced the launch of a comprehensive audit targeting construction materials quarries across the country. As part of this initiative, an expression of interest has been issued to recruit a consultant who will oversee the operation.
The audit is designed to collect and analyze key data within the extractive sector, combining field inspections with technical assessments. On-site visits will evaluate quarry conditions, verify measurement systems, and gather reliable data using modern tools.
The process will also include simulations of original deposit levels, estimations of extracted volumes using standardized units, and detailed tracking of methodological assumptions. Findings from the field will be cross-checked against declared and fiscal data, including company reports, local government records, and payments related to taxes, royalties, and development contributions.
In addition, the audit will assess environmental and social compliance based on existing permits and field observations. Particular attention will be given to identifying discrepancies between reported extraction volumes and declared revenues, along with analyzing their underlying causes.
Ultimately, the initiative is expected to provide the ministry with a reliable data framework to enhance regulatory enforcement and guide potential sector reforms. According to official sources, submissions for the consultancy are open until April 29, 2026, with the mission scheduled to last three months following contract award.
