James Swan Takes Charge of MONUSCO Amid Escalating Crisis in Eastern DRC

The appointment of James Swan in early March signals a pivotal leadership transition for the United Nations mission in the Democratic Republic of Congo. He succeeds Bintou Keita, who завершила her four-year tenure in Kinshasa at the end of November 2025.

An experienced diplomat, Swan brings prior knowledge of the Congolese landscape, having served as U.S. ambassador during the presidency of Barack Obama and later leading the UN mission in Somalia. However, his return comes at a particularly fragile time, as relations between Kinshasa and Kigali remain strained due to ongoing conflict in eastern Congo.

Among his immediate priorities is the revival of the stalled peace process and the implementation of the ceasefire monitoring and verification mechanism outlined in the Doha agreement signed on 15 November 2025. The UN peacekeeping mission, MONUSCO, has already warned of insufficient resources and has called on the United Nations Security Council for additional support.

At the same time, the security situation remains highly volatile. Armed groups continue to destabilize eastern regions, with AFC/M23 rebels active in North and South Kivu, while Islamic State Central Africa Province expands its footprint in Ituri.

Swan is also expected to focus on reopening strategic airports in the Kivu provinces and ensuring freedom of movement for UN peacekeepers—key conditions that MONUSCO considers essential to effectively fulfill its mandate.
